Restore U.S. Citizenship for Wong Ching Foo, the Hero of Chinese American Civil Rights Movement during Exclussion Era

Wong Ching Foo was educated in the U.S. in late 1860s. He fled China in 1874 and led the Chinese civil rights movement on the East Cost in 1880-90s. He formed the first Chinese American Voters Association in New York and pushed for Chinese Americanization movement. He went back to China in 1998 to vist his family, but was again hunted by Qing Government. He escaped and sought for U.S. consular protection. But his passport renewal was denied by the Department of State on the ground that his citizenship cannot be recognized by the law. Wong died on the road and never set foot again on U.S. soil ( "Claiming America, chapter 2).
Since Congress has apologized for Chiense Exclusion Law, Wong Ching Foo should be recognized as a legitimate U.S. Citizen. He deserves this recognition.
