In 2006, Congress mandated that the U.S. Postal Service pre-fund the next 75 years of its retirees' health care benefits' costs over a 10-year window. This appears to be the single major factor underlying this vital (and constitutionally mandated) agency's current financial crisis and consequent proposals to cut services and jobs. No other agency or corporation has ever had such a crushing mandate imposed upon it, and it seems likely that none could survive for long under such conditions.
Thus the simplest and most effective first step in helping the USPS to regain its financial footing and to restore its solvency is to repeal this mandate and begin undoing the damage its has already caused -- and avoiding that yet to come should this mandate remain in place.
