Reinstate VA benefits to all veterans regardless of income. Allow the veterans who do not currently qualify due to income restrictions placed on them by President Bush to use their private health insurance & set up a reasonable copay to cover charges at VA clinics and/or VA hospitals. By using a veterans private insurance, the cost of treatments at a VA clinic or hospital will add very little cost to the VA.
