National elected government officials (President, members of congress) should be restricted from receiving raises in pay or other compensation to times of peace and prosperity.
Any approved increase would be delayed by circumstances including but not limited to, war, high rates of unemployment, stagnant or negative growth in the economy, approval ratings below 45% or other similar occurrence.
Overriding these restrictions would require the pay raise being approved by national popular vote.
