Restrict access to "We the People" from foreigners. The US can't do anything about most of their domestic problems.

This petition system is currently bombarded by petitions to the US government from foreign nationals - typically in regards to their own domestic issues and policies. It is neither the responsibility of, nor generally in the abilities of the US government to deal with their local issues. All of these useless foreign petitions clutter up the petition site. Many are in machine-translated gibberish as well. Something like a ban on foreign IP's might be a solution, or requiring accounts to have an American ID number when created.
