The Bronze Star has been traditionally awarded to those members of the United States Armed Services for service:
(a) while engaged in an action against an enemy of the United States;
(b) while engaged in military operations involving conflict with an opposing foreign force; or
(c) while serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the United States is not a belligerent party.
I respectfully submit that the term "engaged", with respect to (a) and (b) and (c) above involves active receipt or direction of active fire with an opposing force.
I petition the White House to restrict the award of the Bronze Star to those who meet the requirements of the Combat Action Badge and that this restriction apply retroactively to 11SEP2001.
