A call to pass a Constitutional Amendment that specifies that the only legislation Congress can act on during a Continuing Resolution is that pertaining to the Federal budget.
During Continuing resolutions, the Congress cannot pass ANY other legislation, approve appointments, or ratify treaties. No Congressional or Presidential travel can be paid for under a continuing resolution.
