The president should back and promote a bill or constitutional amendment that would accomplish several items.
1. prevent congress from giving themselves pay raises.
2. congressional pay raises should only be done by vote of the people.
3. If congress in any given year fails to pass a BALANCED budget then their pay for that year would be completely forfeit.
