restrict discrimination in background checks for people with non-violent crimes in their past

This should restrict property management companies and employers from discriminating against people with non-violent "criminal" backgrounds. It is a fact that people are turned down for jobs and the ability to live in good/excellent neighborhoods/school districts to provide a better life for their family/children who have non-violent, "criminal" backgrounds. These background checks are forcing people who are trying to better their lives and have non-violent "criminal" past mistakes to live in lower income neighborhoods with limited options to find a job/career. Records which can be sealed/expunged should not be accessible. Only records where public safety is concerned should be released in background checks such as fraud, sale of illegal substances, violence or intent to harm another.
