Due to the H1B cap limit each year, many employers, especially tech companies, turn to abuse L1B visa to hire foreign labors.
L1B visa has no cap limit nor wage requirement, and can be used for as long as 5 years. Employees who work for the same organization abroad for one continuous year within last the three years are qualified.
To avoid abuse, first, market wage requirement should be enforced. Second, reduce the maximum stay to 3 years. If employee's specialized knowledge is needed, employers should seek for H1B during these 3 years, because that is what H1B designed for.
