Restrict Local Governments from creating monopolies for cable, phone and internet providers.

At this time most local governments overly regulate access to poles, conduits, ducts and rights-of-way for media companies (phone, cable, internet) all the way to creating monopolies for cable and phone providers. This restricts innovation and competition, causing overpriced services and lack of improvements in existing services. I ask that you look in to creating a bill that would require that local governments,
--1. Cannot pay media companies any thing, except for installation incentives that are approved by voters.
--2. Cannot change media companies any thing for permission to provide service in an area, except for fees to cover maintenance costs (like the cost of digging up a street to lay line).
--3. Cannot in anyway limit the number of providers to less than a eight in a area.
