Restrict the media from releasing the personal information, or at least the names, of the people responsible for mass casualty violence. The media is facilitating these individuals by immortalizing their names in history and setting the bar higher for the next incident. If we take away the media glory, the appeal to commit these crimes will be taken away. Criminals do not abide by the laws of society; therefore, more laws will not stop them.
