Restrict the rules on home equity line freezing.

Banks are preventing people from accessing available credit in their home equity lines. This forces Americans to borrow at much higher interest rates then necessary for home improvement projects or to cover financial emergencies. This is happening even though there is plenty of equity in the house to cover the available credit and, the borrower has never been late on the payments. Bank of America is one of these banks that is doing this to us Americans. If they are doing this because of rules the government is imposing on them, please change the rules and then tell the banks to start lending again.
