Body armor is being used by criminals to protect themselves during the commision of a crime, and make it harder for police officers to enforce the law. Beause they are readily available online and because previous attempts to discourage their use by the state and federal governments, we should take steps to make it more difficult to purchase to make it less of a factor during crimes.
