Restrict the Sale of Firearms to High Risk Individuals through the Creation of a Firearm License Program

In the wake of the recent tragedy at Sandy Hook Elementary School, we the people petition the government to increase control sales of deadly firearms to high-risk individuals and consider new measures that recognize that people kill not guns, firearms are dangerous weapons requiring physical and mental control, and a person's right to bear arms should not infringe on the safety and well-being of society.
The framework should include:
- Require a license to bear firearms.
- To qualify for the license, a person must demonstrate the capacity to safely operate and store the handgun.
- More powerful guns should require a higher degree of qualification/training.
- Restrictions placed on high-risk individuals, such as felony convicts or certain conditions known to impair judgment.
