Restrict Senate and Congress to be void from reelection if they did not come within 3% above/below their annual budget

Warren Buffett, American business magnate, investor, and philanthropist suggested that to solve the budget deficit, the Obama administration could "just pass a law that says that anytime there’s a deficit of more than 3% of GDP, all sitting members of Congress are ineligible for re-election." Giving the Congressmen and Senators an incentive to meet their budget goals would not only ensure that only budget-conscious leaders could be reelected, but also that budget issues would be solved and the government could avoid problems such as the "Fiscal Cliff".
