Restrict solar and wind tax credits to the purchase of equipment with more than 50% domestic material and labor content

1. Stop using tax incentives to help pay for solar and wind equipment made in other contries.
2. Such spending allows foreign competitors to advance their technolgical and manufacturing advantage over the USA.
3. The USA content requirement will encourage domestic companies to keep production and jobs in the USA.
