It is bad policy to export money to Communist and other hostile nations via trade imbalances in the best of times. When our own economy is in the toilet, exporting billions of dollars is insane.
Communist and other hostile nations should only be allowed to buy finished (value-added) products from the USA. No more exports of corn, for example--but they could purchase Corn Chex cereal.
Communist and other hostile nations should only be allowed to sell raw- or minimally-processed materials to us. No more imports of car parts or electronics. They could sell us crude oil or low-grade aluminum to be re-smelted.
These conditions would last until the accumulated trade deficit has been repaid in full. After that time, there would be tariffs to assure that no trade deficit accumulates again.
