Restrictions on the use and transportation of certain weapons should be implemented. These weapons are to be used only at controlled facilities, such as ranges and/or controlled hunting areas, and then stored in a locked, secure facility. These facilities will be maintained by the military or specialized police force, and at no time would any weapon be released outside of that facility. If the weapon is to be transferred to a competition or hunting trip outside of the owner's registered range or hunting grounds, that transportation will be handled by the military or specialized police force. This can be funded by a yearly registration fee to registered owners. Weapons under this restriction will be high-powered rifles (assault or otherwise), and weapons with high-capacity magazines.
