Restrict the use of the filibuster so that progress can be made in The United States Congress.

There needs to be a limit on the filibuster in The United States Congress. To long has it been used to stall any progress to be made.

The last time the Senate passed a budget was in April 2009. How can any progress be made when there is no compromising being made.
