Restrict voting in a general election to only those citizens that have paid federal income tax in the prior year.

General elections should be only open to those citizens that have paid federal income taxes in the prior year. This would prevent a voter from voting for a candidate who promises to provide that voter with the property of another citizen. Additionally, this would motivate the citizen who does not pay federal income taxes to become a productive member of society.
