Restrict the weapons on aerial drones to the direct support and protection of U.S. troops engaged in legal conflict.

Currently, U.S. drones are engaged in assassination missions in the Middle East, particularly in the FATA (Federally Administered Tribal Areas) of Pakistan. The strikes in these areas and nations (with many of whom we are not at war) are killing their citizens and hundreds of innocent civilians. These civilian deaths are motivating many otherwise peaceful citizens to join militant movements and to seek revenge on the United States. By restricting the use of drone weapons, we can retain this valuable technology, but we would not violate another nation's sovereign territory in the process. We will only use the weapons on drones if it is to directly save the lives of U.S. troops. This would produce an advantage of fewer civilian deaths and decreased militant recruitment.
