Restrict wireless carriers from exploiting a loophole in the "Unlocking Consumer Choice and Wireless Competition Act"

Wireless carriers AT&T and Verizon have begun a campaign to bypass the "Unlocking Consumer Choice and Wireless Competition Act" with version 5.1.1 of the Android operating system. These carriers, in association with smartphone manufacturers, are now preventing consumers from upgrading their devices when they perform a carrier unlock. By "signing" the bootloader, the consumer no longer has the ability to perform over-the-air (OTA) upgrades with the new carrier, nor do they have the ability to overwrite AT&T/Verizon's software. Instead, the consumer is being directed to Best Buy locations to perform all future upgrades for the life of the phone. This will only upgrade the existing AT&T/Verizon software and the consumer does not have the ability to upgrade to their new carrier's software.
