Restructure copyright laws so they do not allow the work of fans to be considered illegal

At the moment copyright law essentially states that any work that involves an intellectual property is considered illegal, Regaurdless of weather it is being used for profit or not. This is dangerous as intellectual property owners would have the power to essentially silence the voice of their fans or limit their exprossion of their love of the intellectual prolerty. Copyright law should be reformed to state that the work of another that involves an intellectual property is legal as long as the creator of the derived work does not claim ownership of the Intellectual property or is making a profit off of the work without the permission of the IP owner.
