Restructure the Government into a new "Working Model", before people call for the radical movement of Secession.

I propose we try a new pattern of government. It would start at the most basic level of Civil Service. Each city would be divided into 13 and a Council member be elected from the population of each District. These Council Members would answer to the people but report to the Mayor. The Mayor’s would report to the Governor of their State in a Council of Cities. The Governors would report to the President of the United States of America. Remove the Congress completely, and change the powers of the Senate to be only a Legislative research branch; meaning that they could write laws but not vote them into use. This can only be done by the Council Body governing those Citizens that would be affected. If it passes a Majority Vote by Council, then it must be voted on by the Citizens.
