Restructure LINK/SNAPS benefits

I have never seen the welfare/SNAPS/LINK/Reduced bus fare system abused anywhere in my travels even fractionally as I have seen in Illinois. By abused I mean people buying absurd amounts of junk food IE: soda, Cheetos, ice cream and yes even Red Bull with their LINK/SNAPS benefits card. Just so everyone else knows your tax money is buying candy, ding dongs, and a coke on a daily basis. Meanwhile some cash benefit citizens simply make debit withdrawals for their smokes. I see it every time I'am at a grocery or drug store, I suggest this petition so that purchases with the LINK/SNAPS program follow the strict dietary standards of the WIC program, and that cash benefit withdrawals can only be made at banks fees included. These programs are aides not enablers.
