not sure of the saying but it goes something like this, give a man a fish and he lives for a day, teach a man to fish and he lives forever?. also we don't feed wildlife in order to maintain their natural abilities to survive. welfare dependency can and is just as harmful over the long term as dependency on drugs or alcohol. help those who help themselves. set time limits. don't cut someone off because they are working. ween them of the system the same way we ween children off the breast. reward individuals for making good choices. incorporate nutrition, financial, and parenting education requirements depending on the situation. people receiving funds should be advised where these funds come from and how it affects the public over all.
