Restructure the Senate, Congress and the House

I feel that the reason why our economy is down is because the government doesn't know what it is doing. The solution: Restructure the whole governmental system. Get rid of all people in the Senate, House, and Congress, and replace them with 35 to 40 year old average citizens of the United States of America. Use the system put forth for Jury Duty, where you receive a letter explaining how you have been chosen to serve as a member on the Senate, House, or Congress. Also, all members of said governmental institutions need to take a basic finances course to learn the value of a dollar.
