Restructure the Unemployment Insured Worker Program. Currently states have money to pass Republican rules if you owe overpayment due to time error in their processing you pay back in full before collecting any benefits, even if you have thousands more left and have payed back over the years. This law was passed by Republicans state of Missouri in 2011. This should stop, so people who need these benefits can have them temporary in times of great while looking for a job. If you wanna take a penalty after we keep paying, FINE, but give us our remaining insured worker money when we need it to pay Rent while we look for a job. This is gonna make me homeless shortly over this!
