The Administration should, within 90 days of the convening of the new Congress, resubmit to the Senate for ratification the United Nations Convention on the Rights of Persons with Disabilities. It is a national tragedy and an international disgrace that the United States is not a State Party to this important global affirmation of the rights of persons with disabilities, which is primarily based on our own venerable Americans with Disabilities Act.
