Whereas: Atomic Pulse Propulsion offers the possibility of high-mass, high-velocity spacecraft;
Whereas: Such a spacecraft would open the entire solar system to American exploration and exploitation;
Whereas: Research done in the 1950s and 1960s suggests that this spacecraft is within our technical means;
Whereas: Existing test-ban treaties prohibit its development;
The Citizens of the United States call on our esteemed executive to take action to develop and deploy a spacecraft utilizing atomic pulse propulsion for launch from Earth's surface to interplanetary destinations, such actions including but not limited to withdrawing from or amending existing test-ban treaties to legalize the multitude of extremely small-yield explosions necessary to propel such a vehicle.
