Resurrect the Thomas Navarro bill, extend it so that any one facing terminal or chronic illness has the right to a CAMs

Thomas Navarro was a boy whose parents didn't want to risk dangers of chemotherapy. For this boy and his particular type of brain cancer, chemotherapy often ended with mental retardation and lifelong organ damage. These parents were accused of medical neglect upon refusing chemotherapy, and denied the right to attempt a non conventional therapy before first utilizing all conventional efforts. Their son did after a long fight with the system, eventually submitting to chemo, and finally being allowed to visit the Texas clinic of Dr. Burzynski days before his death. His parents started a bill that died in congress. Reenact the bill and extend it to any person with a chronic or terminal illness so that they may have the right to deny conventional treatment and choose natural alternatives.
