Retroactively compensate ALL employees affected by the government shutdown that started Oct 1 2013.

During the previous fiscal year government shutdowns, legislation provisions were made to ensure and require that ALL employees who were furloughed during the shutdown period be paid retroactively, not just excepted/essential. We need to have this again. The government and civil servants should not be negatively impacted or affected by Congressional and Presidential affairs. The government as a whole has had since 2009 to pass the budget and have done nothing more than push it off each time they have an agenda to fill. Their agenda should be FIRST to pay the bills and fund the government, all other issues come second.
