Excepted service reinstatement eligibility policies effectively discriminate against mothers who stay home for more than 6months. The EEOC issued, "Employer Best Practices for Workers with Caregiving Responsibilities." The EEOC directed agencies to "identify and remove barriers to re-entry for individuals who have taken leaves of absence from the workforce due to caregiving responsibilities." Excepted service reinstatement policies are a barrier to entry for women. A mother with 15 years of service left a GS-15 position to stay home. She accepted a GS 14 position with Fish and Wildlife Service a year later. During on-boarding HR found her ineligible to have applied because her previous position was with the excepted service. Despite exceptional ratings her employment is in jeopardy.
