Residents of the District of Columbia cannot exercise basic democratic rights due to the unique nature of the District. The District was created out of portions of both Virginia and Maryland, with the Virginia portion having been retroceded in the 19th Century.
Retroceding the majority of the District to Maryland will provide full voting rights for citizens and ensure fair representation in national debates while simultaneously allowing for streamlining of local governmental services. A carved out District consisting of the National Mall, The Capitol, and The White House would satisfy Consitutional questions while restoring Constitutional privileges to the District's residents.
