Return GI Bill benefits to full time funding over short breaks in semesters.

In August 2011 GI Bill education benefits for veterans were changed. The change affected payments over short breaks, such as winter breaks. Now veterans are no longer being paid the full amount for the break. Prior to this if a veteran was continuing school from fall to spring they would receive full benefits over the winter break. This was reasonable since many veterans live in apartments, have families and are independent and must still pay for health insurance, gas, utilities, rent, and other living expenses. In particular, Active Duty and Reserve stipends are for living expenses and not tuition and these expenses continue over the regularly scheduled college and university breaks. It would be a great benefit to reinstate the full payments over the break period for veterans.
