The president should direct NASA to initiate a project, with international and commercial partners, to return to the Moon for the purposes of: (1.) maintaining United States leadership in space, (2.) establishing a permanent human presence on the Moon, (3.) finding lunar sources of water and oxygen to sustain a permanent human presence, (4.) developing facilities to fuel and support future human flights to Mars, (5.) developing new sources of energy, (6.) building a new generation of telescopes on the lunar farside, and (7.) exploring the entire Moon scientifically, for the benefit of all humankind.
