If 25,000 Americans deem an issue important enough to log into a website, create an account, and sign a petition in hopes that their government respond, then that issue is important enough to warrant a response. American citizens pay their government to govern the country, and if those citizens want questions answered, then that government owes it to their citizens to respond. White House petitions are meant to give people a "voice in our government". Please do not limit that voice by increasing this threshold, it merely marginalizes grassroots issues and thus marginalizes American citizens.
