Anyone who does not return his or her shopping cart to a designated shopping cart area,upon loading his or her car/vehicle, when finished shopping, would be subject to a fine of 100-250 dollars. This law would specifically target lazy people who ignore common courtesy. Of course, anyone with a handicap placard for their vehicle would be excluded from this.
Normally, I am against bigger government, government expansion, or new taxes but this would be just great.
