Return the signature quota to 25,000, and make petitions to the white house a protected right

The white house petition while not always used legitimately is a way we can see what the American people really think, and force the administration to respond to something else other than media. This should remain in effect to maintain a level of transparency that our government needs.

The president should return the level to 25,000 and sign it in as a protected right of the American people subject to change by Congress to maintain its purpose.
