Investigate the abuse by police and Federal agencies of seizing assets of citizens that use cannabis and return assets that have been seized without proof of criminality; reform the recovery process by banning the Justice Department from acting as investigators, judge and jury with predetermined outcomes favoring a department that harms citizens with disinformation as to the process. Institute accountability measures against police and Federal agents making threats of incarceration in civil cases.
