Return the top marginal tax rate to 50% . The moneys to be distributed thus: 50% infrastructure, 25% schools, 25% debt.

When the top tax rates were at or above 50% the economy was on a strong footing, generating enough income to maintain our roads and bridges.
The infrastructure of the United States is in serious decay and a serious effort to upgrade and modernize will be expensive. However, those improvements will directly benefit every business in this country either thru improved utilities or roads and bridges.
By improving the schools throughout the country we make our children everywhere more competitive with the rest of the world.
And finally, by paying more on the debt, we satisfy those worried by the deficit.
None of the monies from this proposal may be directed either directly or indirectly to the Department of Defense, nor used to defray DoD expenses.
