Return the welfare system to what it was meant to be: assistance for those who CANNOT provide for themselves.

At least half of the money given to welfare recipients goes to people who are are ABLE to earn a living ( with a legal job) but choose manufacture, sell, and use drugs while creating babies that are addicted to them. That is ok with them, because welfare will pay for their medical treatment as well as send the mother a check while the baby is hospitalized then pay for ongoing treatment and food.
Welfare recipients should contribute to their community as able. Everyone is valuable. We cannot afford to waste our human resouces any longer and we cannot continue to allow this kind of lifestyle to suck the life out of The United States.
Giving people money for doing NOTHING productive is not fulfilling for anyone.
