Revamp the welfare system to provide for the needy and encourage the able-bodied to provide for themselves.

The welfare system has no limits on how long people can receive benefits. This means more and more people do not work, apply for assistance, and live off of the money of others. There are times that people need help and may not be in a situation that they can provide for themselves, but this does not mean that a person needs to be on welfare for the majority of their life. A clause needs to be instituted limiting the length of time a person can receive welfare without working or bettering their education. Also, there needs to be a limit on how many children a person can receive benefits for. The system needs to enforce limits to get able-bodied people off of welfare, therefore increasing the work force and decreasing government spending.
