A significant number of people find electronic payment of benefits to be neither convenient nor safer and want to continue to be paid by paper check. Treasury's direct deposit/debit card payment mandate will cause needless anxiety for these people. The option of continued payment by paper check should be available for anyone who wishes to be paid in this fashion. But retaining the paper check option will enhance the quality of life of those who want to be paid this way. The value of government goodwill to such individuals is priceless
