There is no legal justification for the continued "closure" of this program. Additionally, marijuana needs to be reclassified from Schedule I to another schedule as marijuana has been shown to provide substantial medical relief for numerous illnesses. To block any effective drug from the public is inhumane. Marijuana is not physically addictive like morphine and can be used to reduce pain killers. The President can do all this through Executive Orders without Congress.
