Revert the Flag Code to remove Hand over Heart during the Anthem

This request is to revert the required position for Americans during the national anthem from an oath position to attention. It appears, in 1998, that Congress felt it necessary to stick a small change in the Flag Code into a HUGE bill (https://www.gpo.gov/fdsys/pkg/PLAW-110publ417/html/PLAW-110publ417.htm find "Heart.") The change causes non-military personnel to place the hand over the heart during the national anthem whereas prior they were to stand at attention. It makes little sense to take this stance as the National Anthem is a song about the hope for longevity in our nation and the hope that “the star-spangled banner in triumph shall wave
O'er the land of the free and the home of the brave!" It is not a pledge or oath and should not require a position to take/swear an oath.
