Current and former CSRS employees who were separated and then rehired were all put into the CSRS Offset Program. Upon retirement, they would collect full Social Security benefits and only partial CSRS benefits. Contributions to CSRS under the Offset were only .08% of pay.
This is correct only for employees who had not completed at least ten years of full Social Security contributions credits (SSA calls these YOCs)
Any employee who has paid both CSRS and Social Security in full SHOULD NOT be subject to the large deduction in their CSRS retirement compensation provided by the Offset Act as any Social Security Office will tell you. This petition is offered so those employees who meet this criteria can receive benefits due them.
