Review and update out-dated transportation fuel regulations that do not allow for healthy competion with oil.

This petition is based on the simple, logical, research done by Yossie Hollander. We have alternative fuels to provide energy. We have alternative fuels and energy sources to provide transportation fuel. Assuming Yossie Hollander's research is correct, Today's flex fuel cars can be converted, very inexpensively, to immediately use not only ethanol, but methanol and possibly other fuels or combination of these alternatives. However, original, good intentioned regulations, such as emission testing may be getting in the way of healthy competition. For example, is it illegal to modify a car to use methanol, even though it could pass the emissions test? Also, according to Yossie Hollander, an electric car manufacturer was fined by EPA because it didn't pass emmission test - no exhaust!
