President Obama, Mr. Zauzmer, Secretary Murphy:
This April we submitted clemency petitions for seven veterans to your offices. Our clients, Clint Lorance, Corey Clagett, Michael Williams, Robert Bales, Calvin Gibbs, Franklin Dunn, and Derrick Miller, were convicted of crimes committed in Iraq and Afghanistan.
1) Please review the petitions by August 2016. Their sentences fail to account for mitigating circumstances, such as the complex environment of today’s wars, and the Army’s failure to screen for and treat PTSD and TBI prior to combat.
2) PTSD treatment at the USDB at Ft. Leavenworth was suspended in 2015. Please remedy this lack of adequate mental health services.
